Local Council (LGA) Requirements
NSW has 128 councils, each with its own Development Control Plan (DCP) on top of state-wide rules. This page gives you the general shape — checking your own council directly is a task only you can complete for your specific site.

Each result opens a search scoped to that exact council rather than a guessed direct link — council websites don't follow one consistent naming pattern (Blue Mountains City Council's real site is bmcc.nsw.gov.au, not what you'd guess), so this is the approach that's always correct rather than sometimes wrong.
The general pattern
- 01You need council/certifier approval before building — either a Development Application (DA), assessed on merit, or a Complying Development Certificate (CDC), a faster path (can be approved within 28 days) if your project meets pre-set state standards exactly.
- 02A Construction Certificate must be issued before building work starts, confirming your plans comply with your DA/CDC conditions.
- 03A Principal Certifier must be appointed before construction begins — council itself or an accredited private certifier.
- 04Your council's DCP can add requirements on top of state-wide standards (stormwater/on-site detention rules, setbacks, tree preservation, heritage overlays) — this is exactly where "I followed the national standard" isn't automatically enough.
Four real examples — illustrative only
Metro
Hornsby Shire Council publishes separate, specific pages for DAs, CDCs, Construction Certificates, and Critical Stage Inspections — a Principal Certifier must be appointed before work starts, and CDC applications are lodged electronically via the NSW Planning Portal.
Growth Area
Wollondilly Shire Council — a genuinely useful, specific gotcha: if council itself is your Principal Certifier, they will not conduct any inspections until they've received and accepted your Owner-Builder Permit (or HBCF insurance, where required). Council must also be notified at least 2 days before work starts.
Environmentally Sensitive
Blue Mountains City Council — a specific sequencing gotcha worth knowing: your Owner-Builder Permit copy must be submitted to your Private Certifying Authority before your Construction Certificate is released, not just before work starts. Council also flags HBCF insurance directly on its own approvals guidance. Expect extra scrutiny generally — this LGA carries real bushfire and heritage overlay exposure on top of the state-wide rules.
Regional
Lithgow City Council leans hard on the Complying Development (CDC) pathway, explicitly citing the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 — but expects you to confirm compliance with planning controls and development standards before lodging, not to have Council find problems for you. A smaller regional council; phone contact is genuinely the fastest way to confirm specifics here.
